Also, heard the TI on location telling BC that only staffs with valid staff passes today are allowed to board/alight at T3. No other passengers are allowed to alight there.

Not true, Hong Kong International Airport has a well designed public transportation center, with wide walkways and sheltered bus terminal. Booths are well spaced out too.
